It needs to be re-vamped to a system that is tied to gross revenues generated by the broadcaster. I know there are a lot of hobby broadcasters who can't afford to pay anything and this proposal will eliminate them. Its time to have just one entity represent all parties,non-profit,and controlled by its own members. Now that would be fair!
